Tarzan at YCC # 244 condominium

Hello,

For already 2 years the owners of the condominium are frightened by the local owner who climbs to balconies and checks other neighbors’ patios and even intrudes into the living rooms of the neighbors’ units. He is so strong that he easily breaks locks on the patio doors. I want to urge you! Do not say him a word! He is so aggressive that he can push you from his way when he is browsing your kitchen or your living room. 2 weeks ago he intruded to my unit living room through the patio doors breaking the lock. I called to his wife, nobody answered from their unit opened door. When I tried to say him to go to his unit through the corridor and his unit open door, he pushed me strong that I had to call to police, to ambulance and then the paramedic service had to arrive as my heart blood pressure was skyrocket high I am still suffering from the pain in my heart and cannot bring the pressure to normal. The police actually did nothing. What they can do? Last year I had to call them twice. Could you imaging? I was on the second floor at the computer with the opened door to the balcony. Suddenly I saw a Chines man staying at my balcony and staring at me. I said him to return to his balcony or climb over the balcony barriers and go to his unit through the door (I was scared he can slip from the balcony down to the concrete patio), but he continued browsing other balconies moving along the second floor building edge. The police arrived, spoke to his wife and they agreed to set locks on doors and windows in her unit. But "Tarzan" easily manages to break locks. I often can see during a deep midnight that a dark shadow is moving outside my patio doors. Sometime it tries to open my wire mosquitoes sheet and doors to my living room. The next morning my flowers boxes are uptown.
The manager of the condominium said that there is nothing the management can do to defense owners against unexpected intrusions and we have to call to Police every time "Tarzan" threatens all community, that we do. Who is that "Tarzan"? The owner of the unit #20. He is mentally disabled person with the brain disorder, does not speak English. It seems that his wife does not care to arrange a nurse to sit with her husband or to put him to the hospital or a nursing home. If last year he browsed neighbors’ balconies, this year he assaulted a neighbor inside the neighbor’s unit, what we can expect in the future? When he kills somebody it will be already late. Then the Police will do something. Or even then- do nothing? Who in the town is responsible for this?
Could somebody advise what I can do?
